Standard Permit Process
Overview Before beginning construction in the Town of Maple Creek, you must obtain the applicable development and building permits. This page explains the standard permit steps, typical processing times, documentation requirements, and contact information.
Step 1 — Development Permit Purpose: To confirm proposed development complies with the Town’s Zoning Bylaw. What to submit:

Step 2 — Building Permit After Development Permit approval, the Building Permit Application will submitted for a plan review: What to submit:

Completed Building Permit Application form

Construction drawings
-
Site plan consistent with the approved Development Permit

Energy Efficiency Compliance documentation when required
Step 3 — Plan Review
The Town uses external building officials for plan reviews & inspections. Estimated review turnaround times:

Municode Services Ltd. — plan review typically 1–3 weeks (varies with complexity and workload)

Dan Knudsen — plan review typically 2–3 days (approximate) Actual timing depends on submission quality, completeness, and reviewer workload.
Step 4 — Permit Issuance When plan review is complete and all conditions are satisfied, the Building Permit will be issued. An invoice for associated fees will be issued and is required to be paid prior to construction. Construction may begin only once the Building Permit is issued and in accordance with the approved plans.
Step 5 — Inspections Coordinate inspections with the Building Official assigned to your permit. Typical inspections include: foundation, framing, insulation/vapour barrier, and final occupancy. Additional inspections may be required depending on the project.

Secondary Suites:

Secondary suites require a development permit as well as a building permit.
Building Permits:
As of January 1, 2024, The National Building Code of Canada 2020, The National Energy Code of Canada for Buildings 2020 and The National Fire Code of Canada 2020 and The National Plumbing Code of Canada 2020 have been adopted in the province of Saskatchewan.
For energy compliance, new buildings and additions where permits are applied for on or after January 1, 2024, are required to demonstrate energy compliance to Section 9.36. of the National Building Code of Canada (NBC) 2020 or the National Energy Code of Canada for Buildings (NECB) 2020, as applicable (refer to “Energy Efficiency Compliance Options”). These must continue to meet energy requirements on a go-forward basis. This means that future work to those buildings or additions must continue to demonstrate energy compliance.
